Dummy ticket for Singapore visa: what the High Commission and ICA expect

Dummy ticket for Singapore visa - sample flight reservation BLR to SIN (Singapore) with PNR, issued by FDT

Indian nationals apply for a Singapore entry visa through an authorised visa agent. The High Commission in New Delhi does not require a purchased flight ticket at the application stage, although many agents request an itinerary. Proof of onward travel is still an entry requirement at the checkpoint. A dummy ticket for a Singapore visa furnishes a held reservation for the planning and application stage.

What the High Commission's checklist really says about flights

The Singapore High Commission in New Delhi publishes a short list for Indian applicants: a completed and signed Form 14A, a passport valid for at least six months from the date of entry, and two colour photographs taken within the last three months. Supporting documents can be requested case by case, for example the Form V39A letter of introduction when a local contact is involved.

On flights, the wording is unusually direct. A ticket is not mandatory before applying, and applicants who choose to purchase one bear the risk of loss if the visa is refused. This is the honest reason reservations exist: the authority itself warns you against paying for a fare before the decision.

Why agents still ask you for an itinerary

You cannot file directly. Applications proceed through authorised visa agents, who submit them online to the High Commission or to the Consulates-General in Mumbai and Chennai. The current agent list is on the mission's website, and it covers the main metros and several other cities.

Agents add their own document requests on top of the official minimum, typically a covering letter, bank statements, hotel booking and travel dates backed by a flight itinerary. This is partly because the visa form requests intended arrival date and length of stay, and partly because the mission may call for supporting documents. A reservation with a PNR gives the agent something concrete to attach without you committing to a fare. If your agent asks specifically for a purchased ticket, ask them to point to the official rule; the mission's page does not require one.

The entry check at Changi is separate from the visa

A Singapore visa is permission to travel to the checkpoint, not a guarantee of entry. The mission notes that the length of stay is decided by the Immigration and Checkpoints Authority (ICA) officer on duty and shown on the electronic Visit Pass delivered to you after clearance.

ICA's general entry requirements for visitors are:

  • a passport with at least six months' validity;
  • sufficient funds for the stay;
  • proof of onward travel, meaning tickets and any visa needed for the next country;
  • the SG Arrival Card, submitted free within three days before arrival (including the arrival day) on ICA's site or the MyICA app.

Airlines flying from India apply the same logic at check-in, especially when the booking is one-way. So the flight you continue the day of travel has to be a real, ticketed onward or return journey.

Setting trip dates the visa can support

Tourist visas issued to Indians are frequently multiple-entry with a validity running well beyond one trip, but the Visit Pass for each entry is short. Up to 30 days is common; treat that as a ceiling to plan within rather than a promise, and check your pass after you clear immigration.

For the application, pick dates that correspond to your leave letter and hotel booking, and start the trip at least a couple of weeks after the filing date so the 3 to 5 working day processing (weekends, public holidays and the submission day excluded) has room. A four to seven night itinerary into and out of Changi is what most leisure applications look like.

Flights from India and the transit facility

Singapore is one of the best-connected destinations from India. Singapore Airlines, Scoot, Air India, Air India Express and IndiGo fly non-stop to Changi from Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Kolkata, Kochi and several smaller cities such as Tiruchirappalli and Coimbatore. Using a non-stop pair from your home city keeps the itinerary simple to read.

If Singapore is only a stopover, review the 96-hour Visa-Free Transit Facility. At the time of writing it is open to Indian nationals in transit by air who hold a valid visa for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the USA, and who have a valid onward air, ferry or cruise ticket leaving within 96 hours. Here the onward ticket is the core condition, and it must be a confirmed one. Read the full terms on the mission's page before relying on it.

Using an FDT reservation for the application

FDT furnishes a genuine airline reservation with a PNR you can check on the airline's Manage Booking page, for ₹799 per passenger whether one-way or return. It is delivered by email and WhatsApp approximately 10 minutes after payment and remains verifiable for up to 2 weeks, which comfortably covers the usual processing window. Order at /booking.html or through the chat assistant at /ai/.

It is a held booking, not a ticket, and cannot be used to board or to satisfy the onward-travel check on the day you fly. Purchase your actual flights after the visa is granted. The decision rests with the High Commission and ICA. For how an itinerary should read, see flight itinerary for visa application.

Frequently asked questions

Is a confirmed air ticket compulsory for a Singapore tourist visa from India?

No. The Singapore High Commission in New Delhi states that a flight ticket is not mandatory before applying and that anyone who buys one bears the loss if the visa is refused. Authorised agents may still request an itinerary recording your dates.

Can I apply for a Singapore visa myself without an agent?

Indian nationals in India apply through authorised visa agents listed by the High Commission and the Consulates-General. A local contact in Singapore can also apply through ICA's online system, but walk-in applications by the traveller are not the normal route.

When should I submit the SG Arrival Card?

Within three days before you arrive, counting the day of arrival. It is free on ICA's website or the MyICA app. ICA does not endorse paid third-party sites that charge for it.

Does the visa validity tell me how long I can stay?

No. Validity is the period in which you may seek entry. The stay for each visit is set by the ICA officer and shown on your electronic Visit Pass.

I am only changing planes at Changi on the way to Bali. Do I need a visa?

If you stay airside on a through ticket, typically not. If you hold separate tickets and must collect bags and check in again, you will pass immigration and need a visa or eligibility for the 96-hour transit facility.
