Indian passport holders require a UAE visa before departure unless they qualify for the conditional visa on arrival. A Dubai tourist visa application now requests a return ticket and hotel booking. A dummy ticket for a Dubai visa is a held reservation recording the intended exit date. Review the requirements at each stage: the visa application, airline check-in in India and immigration in the UAE.
| Entry route for Indians | Prearranged e-visa through an airline, hotel or UAE-licensed agent; visa on arrival only if you hold a qualifying third-country visa or residence permit |
|---|---|
| Who issues the visa | GDRFA Dubai or the federal ICP, not the UAE Embassy in Delhi |
| Return ticket | Requested with tourist visa applications and checked by airlines at check-in |
| Typical tourist stays | 30 or 60 days on a prearranged visa; 14 days (extendable once) or 60 days on arrival |
| Airports | Dubai (DXB), Al Maktoum (DWC), Sharjah (SHJ), Abu Dhabi (AUH) |
There is no consulate file: how a UAE tourist visa is actually issued
Unlike most countries, the UAE does not take tourist visa applications from Indians at its embassy. The visa is an electronic permit issued inside the UAE by the General Directorate of Identity and Foreigners Affairs (GDRFA) in Dubai, or by the federal authority ICP for the other emirates. Somebody in the UAE has to sponsor the application. In practical terms that is one of:
- The airline you are flying. Emirates handles visas for its own passengers through the Dubai Visa Processing Centre run by VFS Global; flydubai, Etihad and Air Arabia have similar services. You must already hold a ticket on that airline.
- A UAE hotel or tour operator for its own guests.
- A travel agent in India working with a UAE-licensed partner.
The airline route means you have already bought your flights. The agent route is where a flight reservation is typically used.
What changed for Indian applicants: return ticket and hotel proof
Since late 2024, agents filing Dubai tourist visas for Indian nationals have been required to upload a copy of the return ticket and a hotel booking confirmation (with a QR code) or, for family stays, the host's tenancy and Emirates ID details. Applications without them were being returned or refused, and Indian media reported a sharp rise in rejections when the rule came in.
The requirement is for evidence that you will leave, not for a fare you cannot get refunded. That is why agents commonly file with a reservation and request that you ticket after the visa is issued. If you also need a stay document, read proof of accommodation and onward travel before completing payment for a non-refundable room.
Visa on arrival for Indians holding other visas
At the time of writing, an Indian ordinary passport holder can get a UAE visa on arrival if they hold a valid visa, residence permit or Green Card from the United States, or a valid visa or residence permit from the UK or an EU country. The scheme has been widened to residence permits from Singapore, Japan, South Korea, Australia, New Zealand and Canada, and was expanded again by the ICP in June 2026. The passport needs six months' validity, and the supporting visa must be valid when you land; some published guidance requests six months on that document too.
The on-arrival permit is for 14 days (extendable once) or 60 days, with a fee paid to the ICP. Because nothing is pre-approved, the airline has to judge your eligibility at the counter, and a dated flight out of the UAE makes that conversation short.
Who looks at your return flight, and when
| Checkpoint | What is checked |
|---|---|
| Visa application | Return ticket and stay proof uploaded by the sponsor |
| Check-in in India | Visa copy, return ticket, sometimes accommodation and funds |
| UAE immigration | Visa status in the system; officers may ask about return and stay |
Air India Express and IndiGo have both published advisories telling tourist and visit visa holders to carry a valid return ticket, and reports from UAE media in 2024 described passengers being stopped at Indian airports without one. The same advisories mentioned proof of accommodation and access to approximately AED 3,000 for a short visit. These checks are applied unevenly, so plan as if you will be asked.
The 'OK to board' message
OK to board is a note the airline adds to your booking after its Dubai office or an authorised agency has verified your UAE visa. It used to be demanded from almost every Indian visitor. IndiGo's current visa verification page says it is not required for passengers carrying a printout of a tourist or business e-visa, for residents, or for those eligible for visa on arrival. It remains mandatory for ECR (Emigration Check Required) passports and for labour and work e-visas. flydubai keeps its own page for passengers from India.
Rules differ by carrier, so check your airline's page a few days before departure. OK to board is recorded against the ticket you will actually fly, not against a reservation used for the application.
Choosing dates and airports for the booking
Count the stay from the day you enter. A 30-day visa means the return flight should leave on or before day 30, and a prearranged visa also has a last date for entry printed on it, so do not plan to arrive after that. Overstays are fined per day.
You do not have to leave from the airport you arrived at. Arriving at DXB and returning from Sharjah or Abu Dhabi is normal, as these are all UAE exits. Non-stop flights run from most large Indian airports, including Delhi, Mumbai, Bengaluru, Hyderabad, Chennai, Kochi, Kozhikode and Ahmedabad, on Emirates, flydubai, Air India, Air India Express, IndiGo, SpiceJet and Air Arabia (into Sharjah). A reservation on a route that really operates is easier for anyone to verify.
Where a held reservation fits, and where it does not
FDT issues a genuine airline reservation with a PNR that can be looked up on the airline's Manage Booking page. It costs ₹799 / $10 per passenger for one-way, return or multi-city reservations itinerary, is delivered by email and WhatsApp approximately 10 minutes after payment, and stays verifiable for up to 2 weeks. You can order at /booking.html from any city.
It is a held booking, not a paid ticket, so it cannot be used to board. Use it for the application stage, then purchase your actual flights once the visa is in hand, and travel with the ticketed return. The visa decision belongs to the UAE authorities. If the difference is unclear, see dummy ticket vs real ticket.
Frequently asked questions
Can I apply for a Dubai tourist visa at the UAE Embassy in New Delhi?
No. Tourist visas for Indian nationals are sponsored from inside the UAE by an airline, hotel or licensed agent and issued electronically by GDRFA Dubai or the ICP. The embassy does not accept routine tourist applications.
I have a valid US B1/B2 visa. Do I still need a return ticket for the UAE visa on arrival?
The visa on arrival is granted at the airport, so the airline decides at check-in whether you meet the conditions. Carry the passport with the US visa and a dated flight out of the UAE within the 14 or 60 days you intend to stay. Without it, staff may refuse to board you.
Does a tourist e-visa holder need OK to board on IndiGo?
According to IndiGo's visa verification page at the time of writing, no. It is required for ECR passports and for labour or work e-visas. Other airlines set their own rules, so check the carrier you are flying.
My return flight is from Abu Dhabi but I land in Dubai. Is that a problem?
No. A UAE visa covers all seven emirates, and leaving from a different UAE airport is fine as long as the departure date is inside your permitted stay.
How much money should I be able to show at Dubai immigration?
There is no single published figure for every visitor. Airline advisories in 2024 mentioned about AED 3,000 in cash or card for a short visit, with more for longer visas. Treat it as a reasonable minimum and confirm with your airline.
